Olivera Wilson, PhD

Chief Executive Officer

Dr. Olivera Wilson serves as Chief Executive Officer of Kodiak Community Health Center, where she leads with a deep commitment to healthcare access, financial stewardship, and compassionate leadership. With a strong foundation in healthcare finance, strategy, and executive operations, Olivera has a proven track record of translating mission-driven care with strategic, sustainable growth.

Her academic background includes a Bachelor’s degree in Economics and Accounting, a Master’s in Human Resource Development, a Doctorate in Executive Business Administration, and a second Doctorate (in progress) in Healthcare Leadership. Olivera is also ACHE certified and on track to earn the prestigious FACHE credential.

Recognized for her strategic mindset and people-first approach, Olivera is passionate about building psychologically safe teams and ensuring every decision reflects staff well-being, patient care, and long-term community impact. Under her leadership, KCHC is entering an exciting new chapter focused on innovation, operational excellence, and long-term resilience.

Fun Fact:

When she’s not championing healthcare, Olivera moonlights as a self-proclaimed “stock market whisperer” and can chart trends faster than most people can say “NASDAQ.”

Jennifer Youngberg, MBA, CPA

Chief Financial Officer

Jennifer is a licensed CPA with a unique background in both finance and international studies, holding a Bachelor’s degree in French for International Trade and a Master of Business Administration with an emphasis in Leadership. She brings extensive experience in nonprofit finance, healthcare, and tribal healthcare, where she thrives on building sustainable budgets and finding clarity in the numbers.

Jennifer is passionate about helping mission-driven organizations make the most of their resources, and she is known for her practical approach to complex financial challenges. She is excited to be part of the Kodiak Community Health Center family. Beyond her professional life, Jennifer enjoys biking, traveling, and spending time with her family.

Fun Fact:

She lived in France for five years and speaks French.

Raquel McIntyre

Quality Director

Raquel McIntyre is the Quality Director at Kodiak Community Health Center (KCHC), where she has led the Quality Department since 2018. Under her leadership, KCHC has received multiple HRSA Quality Awards, reflecting the organization’s commitment to accessible, compassionate, and comprehensive care.

Raquel holds a Bachelor's degree in Business Management which has assisted her in overseeing the KCHC Quality Department, 340B Program, and the newly opened In-House Pharmacy, ensuring regulatory compliance and patient-centered operations.

Known for her teacher-like approach, Raquel is passionate about mentoring staff, building strong systems, and helping teams grow into their full potential. She is dedicated to improving both the quality of care KCHC provides and the overall patient experience. Her role includes leading efforts in clinical quality improvement, risk management, Patient Centered Medical Home (PCMH) recognition, and national reporting, supporting KCHC's mission to serve the Kodiak community with integrity and excellence.

Fun Fact:

She is a U.S. Navy veteran, licensed Florida real estate agent, and homeschooling parent. She’s working toward her goal of starting a farm offering Animal-Assisted Therapy, with a focus on supporting veterans and individuals with mental health needs.

Tami Wagner, BSN, NAHQ, CPHQ

Clinical Director

As a dedicated and experienced clinical director, Tami Wagner brings over 20 years of experience in the nursing field. She holds a Bachelor of Science in Nursing (BSN) and has received certification by the National Association for Healthcare Quality (NAHQ) as a Certified Professional in Healthcare Quality (CPHQ). Tami is committed to advancing clinical practices and improving patient outcomes.

In her role, she oversees clinical operations, implements evidence-based practices, and ensures the highest standards of care within the organization. With a proven track record in program development, staff training, and interdisciplinary collaboration, Tami fosters an environment of continuous improvement and innovation.

Passionate about education and community outreach, Tami is actively involved in training initiatives with KCHC to enhance the workforce and improve community care. She is currently establishing a community outreach program to educate Kodiak community members about health risks and provide free screenings for all citizens, including those who are underprivileged.

Her leadership style is defined by inclusivity and empathy, emphasizing that every patient and staff member deserves compassionate and individualized care. Outside of work, Tami enjoys spending time with her family and tending to her mini farm, which contributes to her balanced and fulfilling life. She firmly believes that effective leadership in the clinical setting goes beyond managing services; it's about inspiring and empowering both staff and clients to achieve their goals.

Maggie Nevin

Operations Director

Maggie Nevin serves as the Operations Director at Kodiak Community Health Center, bringing nearly two decades of experience in healthcare operations, systems improvement, and team leadership. She practices a collaborative, solution-focused approach and plays a key role in driving operational excellence while keeping KCHC’s mission at the center of her work.

Over her 17+ years with the organization, Maggie has grown from frontline support into leadership, gaining a deep understanding of the clinic’s evolving needs. The operations team she leads supports efforts to strengthen internal processes, improve patient access, and keep cross-department projects moving forward.

Maggie believes the best systems are the ones that work for the people using them. She’s committed to building practical workflows, strong relationships, and real-world solutions that help teams move forward—even when the path isn’t clear.

Fun Fact:

As a new mom, Maggie is learning that raising a baby and leading a team both require flexibly, a solid sense of humor, and snacks. So many snacks.

Curtis_Mortenson

Dr. Curtis Mortenson, MD

Medical Director

Dr. Mortenson has served as KCHC’s medical director since 2016, after joining the clinic in 2013 as a staff physician. He grew up in Kodiak and is proud to be serving his home community. After graduation from Kodiak High School in 2001 he attended Malone College, graduating in 2006 with a bachelor's in Exercise Science. In 2010, Dr. Mortenson completed his Medical Doctorate at Northeastern Ohio University’s College of Medicine earning the prestigious “Ideal Physician Award” upon graduation. Dr. Mortenson completed his family medicine residency at the Alaska Family Medicine Residency Program in June of 2013 and in August 2013, Dr. Mortenson joined the KCHC team. He enjoys the diversity of care he is able to provide in the rural setting and being able to do so in his hometown is especially meaningful.
In 2016, Dr. Mortenson was promoted to the role of Medical Director and since that time he has split his time between administrative and patient care duties. As medical director he oversees the medical staff, behavioral health clinicians, and nutritionist. He also works closely with clinical staff to ensure quality care is being provided at KCHC. During Dr. Mortenson’s tenure as medical director he has led the clinic through tremendous growth and multiple transitions including the COVID-19 pandemic. He has also taken the lead with multiple QI endeavors including KCHC’s transition to a Patient Centered Medical Home, integration of behavioral health, and restructuring the clinic into smaller, more efficient teams. In 2019 Dr. Mortenson was awarded the Northwest Regional Primary Care Association’s Summit Award for outstanding leadership in addressing chronic illness.
In addition to Dr. Mortenson’s strong academic, clinical, and leadership accomplishments, he loves Kodiak and remains deeply committed to serving his home community. Since returning he has enjoyed connecting with Kodiak youth as a volunteer assistant with the cross-country and track and field teams, as well as serving as a medical advisor to the Kodiak Island Borough School Board. He also works with his wife, Ashley, to put on an annual youth running club called Running Cubs. Additionally, he serves as an Elder at Berean Baptist Church.

Fun Fact:

Dr. Mortenson enjoys running, reading, and spending time with his wife and three children (Audrey, Ragnar, and Caedmon). He can often be found running or hiking the beautiful trails or having a picnic at one of the local beaches.
